Michael Nef

                    http://i30.photobucket.com/player.swf?file=http://vid30.photobucket.com/albums/c309/NTSMadDog/Nef.flv

I know it seems like all my posts are coming from the news media lately, but it seems like there has been a lot going on, that the news has been covering. This case was unfortunate, and i feel terrible for the victims. Why the judge gave Nef a 6 month sentence is beyond me, and I do hope he gets a harsher punishment when his 6 months is over.

A local man is putting pressure on
the state legislature to change sentencing requirements for sex
offenders. David Bigelow hopes to help legislators create a law that
would enforce mandatory minimum sentences for certain sex crimes.

This
comes after he says his neighbor, Michael Nef, was sentenced too
leniently for one of the most atrocious sex abuse cases Jefferson
County prosecutors have ever seen.

Currently there are no
mandatory minimum sentences for first time sex offenders like Nef in
Idaho.  There are only mandatory minimums for repeat offenders.

This
fall, Nef pleaded guilty to abusing two relatives for a period of 20
years.  He admits to  genital to genital contact with a three year old,
he also admits to videotaped sex with a 13 year old and perhaps the
most disturbing admission, he forced his relative into sex with the
family dog.

Bigelow says, "This is an outrage, I think if people come to understand this, they too will be outraged."

In
November, Judge Brent Moss sentenced Nef to a retained jurisdication,
meaning Nef will spend six months in prison and then Judge Moss will
decide whether or not to place him on parole or in prison for the
remaining life sentence.

Bigelow says it's ridiculous to give
an offender like this the possibility to get out after six months. He
says, "Every other sexual pervert in the hidden closet will see this
and say, 'it doesnt matter, ill be evaluated and released.' Every
little girl who's been abused will say, 'why should I come forward,
what justice will be done?"

At sentencing, Judge Moss said he
decided on the retained jurisdiction because he didn't feel like he had
enough information about Nef.  Judge Moss hopes the six months of
evaluation will provide the information he needs for a more complete
sentence.

Since Nef's sentencing, bigelow has accumulated
newspaper clippings of other notable sentences, "A federal judge
sentenced Michael Vick to 23 months in prison in dog fighting case,
that doesn't sound like common sense.  It just doesn't make sense, a
man who fights dogs vs. a man who abused kids."

Bigelow has
printed out 500 petitions, hoping that thousands of local people will
sign them and send a message to legislators that a retained
jurisdiction isn't the right sentence for people like Michael Nef. " I
want to send a message that we will not tolerate in this society,
judges slapping hands of sex offenders."

Representative Dean
Mortimer told Local News 8 on Thurday, "If theres an issue we need to
work on, I want to help. I plan to get more information."

Interestingly,
right now Utah is seriously looking at implementing Jessica's law which
would require anyone convicted of raping a child to 25 years in prison.

Nef's retained jurisdiction is up on May 19th, 2008, after
that he will serve the rest of his life sentence on probation or in
prison.

Jefferson County Shooting, Officers cleared

  http://i30.photobucket.com/player.swf?file=http://vid30.photobucket.com/albums/c309/NTSMadDog/JeffersonShooting.flv

News 6 Video Click Here

The investigation related to the October 25th shooting in Jefferson County that claimed the life of Don Hayes is complete.

Jefferson
County Prosecutor Robin Dunn says after reviewing the Tri-County
investigation, the shooting, while tragic, was justified.

Dunn,
along with Sheriff Blair Olsen and Tri-County Investigator Mike Marvin,
gave more details this Tuesday afternoon as to what happened that
October night.

For the first time, the names of the deputies
involved were released. Both Sergeant Steven Anderson and Corporal
Aaron Williams fired their weapons. Sergeant Lynn Parker also responded
to the call but did not shoot at Hayes. All three deputies were placed
on administrative leave following the shooting.

Detective
Marvin says the shooting was all caught on DashCam and it was that
piece of evidence that clearly showed the deputies were justified in
their actions.

Dunn said Hayes fired seven shots while the two deputies fire a total of 19 shots between them.

The gun fire broke out almost simultaneously and lasted only 10 seconds.

Sheriff Olsen says the 19 rounds was not excessive because the deputies stopped shooting when the threat was gone.

Sheriff
Olsen also said the internal investigation also shows that the deputies
followed policy and procedures, stating the deputies tried to resolve
the issue without opening fire.

Sheriff Blair Olsen,
Jefferson County: "There are situations, including this one that even
though those attempts are made and the subject was warned number of
times, ordered to put the weapons down and they don't respond. And it
comes to a point when you have to react."

The deputies involved have been back on duty since the 9th of November after being cleared by a counselor.

NASHVILLE (AP) - State officials said
Sunday they had arrested two teens

they believed were responsible for the killing of
a state trooper who

was shot during a traffic stop in western
Tennessee.

The 24-year-old trooper
pulled over two men and was trying to get them

out of the vehicle Saturday night when he was
shot twice, according to

footage from the patrol car's video camera. At
least one bullet struck

him in the head, said Mike Browning, a Department
of Safety spokesman.

On Sunday, Alejandro Guana, 17, and Orlando
Garcia, 19, were arrested

without incident at a hotel near downtown
Nashville, Tennessee Bureau of

Investigation spokeswoman Jennifer Johnson said.

"After interviewing the two men we feel
confident we have the two people

in custody that murdered the state trooper,"
TBI director Mark Gwyn

said.

Hunters found Trooper Calvin Jenks' body beside
his patrol car near the

intersection of two state highways, Browning
said.

Authorities believed the suspects were carrying
drugs and drove toward

Nashville after the shooting in Tipton County,
just north of Memphis,

Browning said before Sunday's arrests.

Jenks smelled marijuana on the driver, Browning
said. When Jenks asked

the man whether he had drugs in the car, the
suspect eventually admitted

there were drugs in the center console, Browning
said.

Jenks went back to the passenger and asked him
whether he had drugs. The

man said he didn't, then opened fire, Browning
said.

Investigators found what they believe is Jenks'
flashlight in a garbage

can at a Wal-Mart in Brownsville, 13 miles east
of the scene of the

shooting.

Jenks, 24, had been a trooper for two years and
transferred to the

Tipton area from Marshall County in 2005 to be
closer to his new wife,

he said.

Shooting In Jefferson

Today was a bad day. This is the News clip which pretty much speaks for itself. I was not one of the officers that was involved, but I did respond  to the scene only moments after this happened.

What a wonderfully horrible day!

My family had quite a day on Saturday. It all started out great -  Mindy was working around the house finishing up some painting on our basement. Kenneth was playing with friends, and I was going 4 wheeling with a friend.

Well, I had a great time 4 wheeling - we went from the Sand Creek reservoir up to the Island Park reservoir. We then rode into Island Park and stopped for gas and a hamburger. We headed back to the truck after that. Approximately 1 or 2 miles from my truck is where this day went horribly wrong.

I was going pretty fast, maybe 40mph, when I suddenly realized there was a barbwire fence across the road, right in front of me. I slammed on my brakes and well the brakes work really well on my 4 wheeler. I went right over the handle bars, the 4 wheeler came tumbling over after me, and I ended up in a pile of pain on the dirt road, only a few feet from the barbwire fence. My 4 wheeler landed on top of me and I probably said some words that are not appropriate to be repeated. I had hurt my arm and both my legs pretty bad. I finally got up and had no other choice but to ride my broken butt out of there.

We loaded up our 4 wheelers and headed home. Just before we got to St. Anthony, which is where my friend lives, I received an alarming phone call. It was one of the dispatchers from the Sheriff’s office. He asked me if I had heard from my wife yet. My mind started to really race at this point. He told me he didn’t know the whole story yet, but the QRU and the cops were all headed to my house. WOW I probably said some more inappropriate words again. He told me that my police dog, Jenny, and my personal dog, Harley, got into a fight, and someone got bit in the process. He told me he thought it was a grandma that had been bitten. I was overwhelmed at this point I was trying to figure out what was going on. I thought maybe my mother in-law, Susan, had been bitten by Jenny.

I called the house and talked to my son. He sounded pretty frightened, but he told me that Harley and Jenny got into a fight and my wife, Mindy, had been bitten. I asked him how bad it was and he couldn’t really tell me. Well I dropped of my friend at his house and raced home. Don’t worry, I wasn’t speeding too fast because it’s hard to drive an old stick shift truck with one arm, while talking on a cell phone.

I got home and there were still several QRU trucks and a police car out front of my house. I’m sure the neighbors were wondering what in the world was going on, especially when I got there, and hobbled up to the front door.

Mindy had blood all over her pants, and she was in tears when I arrived. We loaded up and my sister took us both to the hospital. One of the officers had already loaded up Jenny and taken her to the vet clinic. At the hospital, I found out my arm was broken. The doc said it is my upper radial head that shattered (one of the bones in my forearm broke right inside my elbow). Mindy’s foot was not broken, but the puncture wounds were pretty deep.

There is so much more to this story, but I’m typing with one hand, and it takes forever. Anyway, we are all going to be ok, Kenneth and my baby sister has been taking really good care of us.

And that is my wonderfully horrible day.

MadDog becomes a k-9 Handler

Well I just became a K-9 Handler. One of the dogs in this video will be my dog. I am supposed get her tomorrow, and begin the whole training process. I am pretty excited about the whole thing. Jenny is a drug dog, and a bite dog. So I'm also apprehensive about the whole thing. I hope this video works, I made this video about a year ago, while Jenny was being trained.
The reason I'm getting her, is because her current hanlder just quit. It's kind of strange, because normally you say well now we have to train the dog, but in the situation, they are gonna have to train me to handle the dog. Oh well, I just thought you all might be interested to know.[

Stretching my capabilities

Lately I have been stretching my web space abilities. I have created a forum for some of our family. It's very a very confusing process, but with the help of an online friend I have been able to get this forum up and running. I'm surprised I was able to do it, and it was a lot of work.

Here is the forum. Halterman's Hangout There are some limitations, because it's a free web host, but all in all I think it turned out very well.

Crazy people

Ok here is something very interesting. I was taking to a coworker today, and he brought up the name Brent High. He told me Brent High was the one responsible for killing two roommates with an axe. My coworker then told me he had looked into it about the time of the murders, and stated that I had dealt with Brent. So of course I had to go and look it up. Sure enough I had dealt with Brent back in 2004. It was on a traffic accident. Brent slid off the road near a parking lot. Brent’s car slid into a rock bed, and caused the rocks to fly into the parking lot, damaging 13 cars.

I remember Brent because he was crazy. Here are a couple of quotes that I wrote in my report back in 04.

“Brent told me he was driving too fast and he was driving recklessly. I asked Brent why he was doing this. Brent seemed very confused. Brent stated he felt that it was good.”

“Brent seemed disoriented, and was acting strangely. I asked Brent who I could contact for him. Brent gave me his parent’s phone number. I contacted his parents and spoke to his mother. Brent’s mother was very concerned and asked me if Brent was acting strangely. I told her he was. Brent’s mother stated there was schizophrenia in the family, and she felt that Brent was having a mental breakdown.”

I remember Brent also got very upset when I had to tow his vehicle, and he had to pay a tow bill. Well it turns out Brent really was crazy, and looks like things went from bad to worse. I did some searching on the net and came up with these links if you wanna take a look. It’s pretty strange the people you run into in my job. Sometimes it makes you feel responsible, sometimes it just scares you. I suppose we just have to do the best we can with what we have.

update

I have started this topic about 8 times now, and if I was more eloquent with my words, I might have said a lot of things. As it is though suffice it to say my new position is very interesting, new, and I work with some cool people. I know that doesn’t give much information, but that’s all your getting. … J

I have arrested several kids for some pretty serious vandalism, and burglaries, and that is all going to court here very soon. It was pretty cool going through the process of interviewing them all, and finding out who all was involved. I probably better not say much about it since nothing has actually gone to court yet.

My home life is pretty good, I actually get home at a decent hour now, and we usually spend some good quality time together. My son is growing way to fast, and he is at a great age. I hope he can stay as cool as he is right now forever. I havn’t spent hardly any time gaming, which probably makes my wife happy.

Ok that’s gonna have to be enough for today.. I will try to post in there more often. Ttfn.

It's Official

Yep, It's official. I'm a dick. Ok what I really mean is i'm a Detective. I have finally gotten into the detectives, and have been doing it now for a whopping 4 days. I find it funny, because it seems that eveyong is asking me what kind of things I have been doing so far. I have to remind them it's only been a few days, and I have not done anything exciting. In fact most of what I have done so far has been pretty basic stuff. The detectives in our department are in charge of the Evidence room, and so I have been learning how that all works, and we have been getting it all set up. I definatly enjoy not wearing the bullet proof vest. Especially since it has been very warm around here latley.

Anyway, I will keep this updated as things happen.

What?

Ok ok so it's been a while. I know, but it seems no one is
reading these anymore anyways. Well I do have a little to say about what is
going on in my life. I have just been promoted to the position of Detective.
Well if it is a promotion. It doesn't include a pay raise, but I think it will
be some excellent training, and a good change. I think my real true love is
still patrol, so I will probably go back to that eventually. I have a feeling I
will miss some of the things that a regular patrolman gets to do. I am looking
forward to the challenges that come with Detective though. I'm not looking
forward to all the child molestation cases, and things of that nature. The Sgt.
tells me he has a lot of work lined up already for me. He has been a detective
short for a while now.
I won't start as a detective for a few weeks, because they are just now
training a new patrol man to take my place. Even after he does take my place he
will go to POST soon, and they will probably pull me back on patrol to help
cover the shift until he is done.

Ok on another note. We are getting a brand new Jail, Sheriff's office, and
courthouse. The building will be finished at the end of the month. It will be
amazing, especially considering that the building we are in know was built way
back in the dinosaur days. We are definitely due for new facilities.

Ok now on an even lighter note. I did a vin inspection the other day on a very cool car. It is a 68 Chevell. It only has 15,000 original miles on it. I was told that it is the lowest mileage Chevell in the world. The car is in excellent condition, and I just had to take a couple of pictures. The owner tells me that everything is stock. Well except for the tires... anyway take a look at these pics.

HARSH YOU SAY?? I'd say IRONIC!

HARSH YOU SAY?? I'd say IRONIC!

There will be no special bilingual programs in the schools, no special
ballots for elections, all government business will be conducted in
our language.

Foreigners will NOT have the right to vote no matter how long they
are here.

Foreigners will NEVER be able to hold political office.

Foreigners will not be a burden to the taxpayers. No welfare, no food
stamps, no health care, or other government assistance programs.

Foreigners can invest in this country, but it must be an amount equal
to 40,000 times the daily minimum wage.

If foreigners do come and want to buy land that will be okay, BUT
options will be restricted. You are not allowed waterfront property.
That is reserved for citizens naturally born into this country.

Foreigners may not protest; no demonstrations, no waving a foreign
flag, no political organizing, no bad-mouthing our president or his
policies, if you do you will be sent home.

If you do come to this country illegally, you will be hunted down and
sent straight to jail.

Harsh, you say?..................

Salvia

This is a drug, that is apparantly legal. It looks pretty messed up. I saw a recent news report on this. They asked a lot of adults and no one knew what it was, then they went to a local high school every single kid they talked to knew what it was and many or most had tried it. Just so you know what your kids are doing.. check this out.

Corvette on Top Gear

In case you all haven't figures this out. I LOVE CORVETTE'S. The new ZO6 looks like an amazing car to me. I love that they are American, and I love that they cost so much less than many other sports cars. I definitely don't agree with his boy band reference, and wish he didn't already have so much distaste for Corvette's but never the less, this is still a good clip on the Vettes.

Cop Lines

- "Take your hands off the car, and I'll make your birth certificate a worthless document."

- "If you run, you'll only go to jail tired."

-
"Can you run faster than 1,200 feet per second? In case you didn't
know, that is the average speed of a 9 mm bullet fired from my gun."

- "So you don't know how fast you were going. I guess that means I can write anything I want on the ticket, huh?"

- "Warning! You want a warning? O.K., I'm warning you not to do that again or I'll give you another ticket."

- "The answer to this last question will determine whether you are drunk or not. Was Mickey Mouse a cat or a dog?"

-
"Fair? You want me to be fair? Listen, fair is a place where you go to
ride on rides, eat cotton candy, and step in monkey poop."

- "Yeah, we have a quota. Two more tickets and my wife gets a toaster oven."

- "Just how big were those two beers?"

- "No sir, we don't have quotas anymore. We used to have quotas, but now we're allowed to write as many tickets as we want."

- "I'm glad to hear the Chief of Police is a good personal friend of yours. At least you know someone who can post your bail."

- "In God we trust, all others are suspects."

Trooper Calvin Jenks

NASHVILLE (AP) - State officials said Sunday they had arrested two teens
they believed were responsible for the killing of a state trooper who
was shot during a traffic stop in western Tennessee.

The 24-year-old trooper pulled over two men and was trying to get them
out of the vehicle Saturday night when he was shot twice, according to
footage from the patrol car's video camera. At least one bullet struck
him in the head, said Mike Browning, a Department of Safety spokesman.

On Sunday, Alejandro Guana, 17, and Orlando Garcia, 19, were arrested
without incident at a hotel near downtown Nashville, Tennessee Bureau of
Investigation spokeswoman Jennifer Johnson said.

"After interviewing the two men we feel confident we have the two people
in custody that murdered the state trooper," TBI director Mark Gwyn
said.

Hunters found Trooper Calvin Jenks' body beside his patrol car near the
intersection of two state highways, Browning said.

Authorities believed the suspects were carrying drugs and drove toward
Nashville after the shooting in Tipton County, just north of Memphis,
Browning said before Sunday's arrests.

Jenks smelled marijuana on the driver, Browning said. When Jenks asked
the man whether he had drugs in the car, the suspect eventually admitted
there were drugs in the center console, Browning said.

Jenks went back to the passenger and asked him whether he had drugs. The
man said he didn't, then opened fire, Browning said.
Investigators found what they believe is Jenks' flashlight in a garbage
can at a Wal-Mart in Brownsville, 13 miles east of the scene of the
shooting.

Jenks, 24, had been a trooper for two years and transferred to the
Tipton area from Marshall County in 2005 to be closer to his new wife,
he said.
